I think it's more likely that we will promote more academy players, rather than spend money in January.
The problem with the winter transfer window is that it's only 1 month, compared to 2/3 months in the summer. The summer one allows teams to plan for ins & outs, whereas in January teams are reluctant to sell higher quality players because they don't have as much time to replace.
