Uefa has imposed its first financial fair play sanctions by temporarily withholding prize money from 23 clubs for failing to comply with the rules.
Europa League winners Atletico Madrid, Malaga, Sporting and Fenerbahce are among those under scrutiny.
Clubs face further investigation because of overdue payments to other clubs, employees or tax authorities.
European football's governing body introduced the rules to force clubs to operate within their means.
The 23 clubs have been given a deadline of 30 September to prove that their finances are in order.
Teams playing in all Uefa club competitions have been monitored since the start of the 2011/12 season.
The are tasked with breaking even in 2012 and 2013 and being assessed during the 2013/14 season.
Clubs under investigation:
FK Borac Banja Luka (Bosnia)
FK Sarajevo (Bosnia)
FK Zeljeznicar (Bosnia)
PFC CSKA Sofia (Bulgaria)
HNK Hajduk Split (Croatia)
NK Osijek (Croatia)
Club Atletico de Madrid (Spain)
Malaga CF (Spain)
Maccabi Netanya FC (Israel)
FK Shkendija 79 (Macedonia)
Floriana FC (Malta)
FK Buducnost Podgorica (Montenegro)
FK Rudar Pjevlja (Montenegro)
Ruch Chorzow (Poland)
Sporting Clube de Portugal (Portugal)
FC Dinamo Bucuresti (Romania)
FC Rapid Bucuresti (Romania)
FC Vaslui (Romania)
FC Rubin Kazan (Russia)
FK Partizan (Serbia)
FK Vojvodina (Serbia)
Eskisehirspor (Turkey)
Fenerbahce SK (Turkey)

Probably because this is solely about not paying footballing debts as opposed to profitablility.

What about ManC's joke sponsorship agreement whereby their owners are also their sponsors, which I believe contravene the fair play rules ?

Exactly. The problem is once FIFA close that down they'll just find another way around it, like selling an executive box to the owners son for £10M a game or some other nonsense.

Still at least FIFA are sorting out the Fair Play in Bosnia, Montenegro and Serbia .

Didnt it come out that the sponsorship deal was mainly to do with the new training facilities and rebuilding around the ground

So Shitty have still got time to find an excuse as to how they've made the best part of a billion pounds over the last few years.

Unfortunately it only counts the last 3 years and if the spending is progressively getting smaller than Uefa would be happy it seems as long as its less than the targets they have set, which i think is a loss of £60mill and then eventually reaching breaking even. This is because most of Europe would be able to break even at this current time and that includes the oil rich ones

Good to see Uefa doing the one thing that will really hurt the likes of Chelsea and City - HOLDING BACK PRIZE MONEY!!

So Uefa get to keep millions and the super rich clubs can carry on spending someone elses.

Looks to me that this is a different punishment for a different rules breach. I presume the funds they are holding back they will forward on to owed clubs if the clubs under investigation don't settle their debts first.

They'll get off on a technicality...summit like, the particular part of the Shiek's portfolio that is allocating funds to Citeh is legally owned by Mansour's pet cheetah (y)

It doesn't as long as it's demonstrable that the deal is of 'market value'. I fully expect that they've constructed it incredibly cannily to make sure it complies, especially given just how many things attract sponsorship at a football club.

What a pathetic list.

Either a bottle job, or the dirty money is continuing to spread and infect the game.

Its not financial fair play being enforced, its a list of teams that owe money to other clubs like Atletico Madrid to Porto for Falcao

Reading the press release in the OP, you're correct, but that has nothing to do with Financial Fair Play as originallly sold to us by Platini and co.

The press release (or whatever it is) states:

Clubs face further investigation because of overdue payments to other clubs, employees or tax authorities.

Those are matters for civil or criminal investigation. Not FFP. So, for the press release (or whatever it is) to state:

Uefa has imposed its first financial fair play sanctions by temporarily withholding prize money from 23 clubs for failing to comply with the rules.
Represents propaganda nonsense.

I heard Platini interviewd on Radio 5 Live a few days ago, and it was pretty clear that FFP will not stop the likes of Shitty and Chavski behaving as they currently do and totally distorting the market.

1. It will only be investigated as a 'related party' if it is considered not be of market value.it is worth noting that two of the biggest, if not biggest, sponsors of Bayern Munich own shares in the club. As Bayern are on of the driving forces behind the regs you can see why this caveat was added.

2. Sheikh Mansour doesn't own Etihad.
