Well that nice for Real and Barcelona. How are they going to share the remaining £200k for the rest of the European clubs?

This is quite relevant:

UEFA would also be introducing a luxury tax on teams whose player salaries exceeded a certain percentage of revenue, possibly 70%. Funds collected from the tax would then be redistributed to other clubs.

It's worked in MLB. You're free to spend above a salary cap but you have to pay a luxury tax.

Reading the article which isn't paywalled for me,
the money is for clubs in uefa competitions, And will be calculated and secured by the individual club's likely future participation in the 3 main competitions.

Clearly the ex-superleague clubs will be loaned the most, and perhaps this is the mysterious source of funding herc has been talking about.
