Firstly, I wouldn't consider Turkey as part of 'The West' (and neither would the current government. Indeed, it has steadily shifted eastwards under the AK Party). Secondly, 250 thousand Turkish Lira is still over 70 thousand pounds, which is over 95 thousand Euro. Which is still a lot of money.
I'd say its more likely because the ACON is already half over and we could get Bentaleb back in a week or two, so our need for a loanee is decreasing daily.http://www.thetottenhamway.com/2015/01/29/sevilla-weighing-bids-tottenham-outcast-tottenham-target/
"Interestingly, another midfielder on Sevilla’s shortlist is Adrien Rabiot, the PSG teenager who has been strongly linked to Spurs this month. Despite reportedly agreeing a deal with Rabiot (who has a clause in his contract allowing him to leave on loan, regardless of PSG’s wishes), Spurs have reportedly pulled out of the running for the 19-year-old because we don’t want to upset PSG. Perhaps that’s because they might take Emmanuel Adebayor off our hands or perhaps it’s because we fear they might take revenge by targeting Christian Eriksen."
