This seems like a strange approach. They can't force a player under contract to accept a transfer to another team so are they going to pay up the final months of his contract and release him if he doesn't find a move? Can they afford to do that?

I get confused about their financial situation as one minute they cant register players and the next they're buying a player for £50m+
This is probably them just trying to get £10m or so for a player who is clearly off in the summer. I just cant see many clubs rushing to get him. Better to get him on a free in a few months.
I think that they've taken out a loan so they can afford to buy players again. What they don't seem to have is a wage bill that comes in under the Spanish FFP regulations so they can't register players until they get rid of existing players, or reduce their wages. I think it's more complicated than that as Spain have a 4-1 system where clubs have to release 400,000K in wages to sign a 100,00K player if their over the FFP limit. O r something like that.
Like you say , they're probably just trying to get some money for Dembele and release all those wages, but there's no way they can force him to leave if he doesn't want to go other than paying up the reminder of his contract.
