The new-ish (10 mins or so) L'equipe article seems to say that he'd already agreed and completed the medical when Arsenal - or Lyon approached Arsenal to get a bigger bid - became interested, but they haven't done anything about it. Now Lyon are fannying about trying to get a concrete offer. But it's too late.
