I think it means that the contract'll be UP TO £170k - the absolute max we can offer - but if we had sold him for our valuation, we'd be able to offer a maximum of £280k. Probably. It's not very clearly worded.

Looks to me that the whole Bale to Madrid saga may have been just a PR stunt from Real to appease fans after Barca signed Neymar.

Showing the fans, we tried to buy him for a record fee but his club rejected and despite all our players, ex-players, associates etc tapping him up in the press, he didn't push for a move like Modric did, so our hands are tied.

That's what everything coming out of Marca seems to indicate (Marca being a Real Madrid propaganda news outlet).
