Yep, that's how I understand it - he's more the guy the clubs deal with so they don't have to deal with Levy. Think maybe he's being scapegoated a bit on some of the failed transfers when that's not actually his remit - can anyone confirm what he actually does?

We really still need him for the sales, his only use now is the contacts that he has, then base his release package on the amount he can recover (say 70%?, of what we paid on the deals he was involved in) then he gets his full wack.

More than ever before, we can easily sell/retire 9-10-11 players without weakening the squad at all. Buy 1 for every 2 we sell, and promote the rest needed. I'm good with that.
