I'm sure it's mostly agent driven and that maybe Modders feels like he owes his agent something.
It wouldn't surprise me if Mods was happy to stay at Spurs, afterall it seems like a good place to be but there's nothing tying him here - meaning that there's no reason why he won't be just as happy anywhere else.
Maybe he feels like he owes his agent that one big move? But also, wouldn't mind staying himself.

Regarding Luka moving on in the summer, I feel that even if we qualify for the Champions League, or dare I say a miracle happens and we win the League, he will still go. I have a feeling that one of the reasons he stayed this season was because a deal was struck by Levy/Harry, kinda like what Sir Alex did with Ronaldo - they said give us one more season, and then you can go.

As for replacements. There are many, not as good of course, but players that have the ability to technically play in the Modric role. Just looking in the Premiership you have Faurlin at QPR, Joe Allen at Swansea, even Formica at Blackburn.

This is the key.

We will be much weaker IF he is sold. We need to make sure that a replacement of similar stature is identified and purchased before we let him go.

I feel his decision to leave or not is probably still not clear in his head either. Obviously things like CL qualification, wage offers and other club offers will all play a part in his and Spurs decision.

The important thing is if he does go then we should get the best price for him, I believe that if you sell a player then it should be for a value that it would take to replace him. How much would a replacement of similar stature cost, £35-40m in my books.
