I've read a few articles that all seem to quote this same source, but I'm a bit confused as to how he knows who is at fault? From the few details we've got that can really be considered more than rumour, it sounds like it could be any one of a half a dozen people/companies at fault, all the way back to the architects, so why we're trying to apportion blame already is a bit weird.
Unless I've missed some official statement or technical breakdown of the problem, any article is going to be almost certainly pure speculation. For all we know, MACE might've been the ones to identify the problem and, potentially, save thousands of lives.

Surely the factors now are money and time? If they work around the clock they can overcome the potential delay?
It depends on what the actual problem is. If it's something in the design of the stadium or a vital part of the structure then it could be a huge job, or it could be something as simple as some pipes not coming up to industry standard somewhere or software issue which, once identified, might only take a few days to sort out and the delay is in the diagnostics.
Until more details are out in the open it's all guesses.

That's water under the bridge, and it has been a long time ago. All effort have to go into solving the problems including the prospective venue/date for the Man City game.If the bloody gate marshals had let in urgent resource suppliers on the first attempt not the forth things might have been nearer schedule.
They were waiting 6 weeks for BT cables due to marshals not being co-operative.
