Milner, Sinclair, Lampard, Richards and even Boyata have left already this window so now they have 2 HG players left, 1 of which is Gael Clichy.

I hope they start next season with just Hart and Clichy and see how far FA is willing to go to punish these oil money bought successes.

The rules are clear. In a 25 man squad 8 have to be home grown. This means that if you have 7 hg you can only have a squad of 24. 2 would mean a squad of 17. They also have Richard Wright.

The transfer window is a long way from shut and they also have their youth team to make up the numbers. I'm sure they'll be fine.

If they are coming to (carry on) make a mockery of the rules it will be ffp.

I'm sure they will spend big again to try and compete for the title again

FFP is unrelated to HG Quotas.

This "25-man squad" thing is responsible for a lot of misunderstanding, and is best considered as:

Players who were at least 21 years old on the 1st day of the year the seasons starts* can only play in the PL if they are registered. A team can register:

a) Up to 17 players, regardless of nationality (as long as they have a work permit)
Plus
b) An optional, additional 8 players who have to have Home-Grown status.

Players who were under 21 on the first day of the year the seasons starts* are not defined a HG or non-HG, and can be used freely without registration.

City could sign 25 players under 21 and have a registered squad size of zero.

* i.e. for 2015/16, this would be Jan 1st 2015. Kane wasn't 21 until July, so he doesn't need to be registered

Chelsea only had 18 registered players for the second half of last season, and only Zouma made any significant amount of appearances from their unregistered list. Provided those that are registered are good enough and they get lucky with injuries, I don't think City will be too bothered.
