Because he was loaned out for a season. Uefa rules state continuous training
I dunno if he does or doesn't count for Europe but uefa rules describe club trained as -

1. Club-trained players who were on a club's books for three entire seasons (i.e. the period between the first and last official match of the relevant national championship) or 36 months between the ages of 15 and 21.

Doesnt mention continuous training. The best way to find out would be see if Saliba counts as club trained for Arsenal's champs league squad but I don't want to infect my phone looking at arsenal related news

This is the UEFA rule. His birthday, whether he’s loaned out, his haircut, shoe size, etc are all red herrings.

it’s purely the interpretation of the bold part that matters. He was bought during the summer window, but after the EPL season had started, so he may not have 3 full seasons if that 1st one doesn’t count due to that technicality.

What a weird feeling to be content and relaxed at this stage of the window. Seems like we're pushing hard for Nusa now which is just fantastic, and we may not even be finished then with quite strong links to Ederson and Joao Gomes. Wouldn't be surprised if we had another shot at Lloyd Kelly too. Any of that would make it an incredible window.

Is anyone else actually starting to really like the club / players again and having some nasty daydreams about what we might achieve next season....I know we won't but.... Could we....

I know a lot of people are crediting Ange - but I think the praise should be more wide-spread.

If I had to guess, I think we finally have a "transfer committee" that is made up of football people, and who are all singing from the same sheet. Ange, Lange, and even Paratici - can present the case to Munn/Levy on how everyone fits in. And, given the recent transfer record, I suspect Levy is willing to place a bit more trust in these plans.

And it helps that we are not targeting players at the top-end of cost chart.

The key things for me now are:

Winger with that x factor who can beat people. Looks like Nusa would be perfect for this, fingers crossed

Full back cover. Davies and Emerson are ok doing the defensive part of the role but aren't right for the build up / attacking free role aspect of Ange's full backs. If one of god forbid both of Porro and Udogie are out we'll really suffer. I don't think we can realistically expect to get good quality FB specific cover for both, but maybe someone who can cover both sides or slot into midfield / CB in a pinch. Probably not for Jan given what else we're doing and the specific profile needed, but it's now the biggest risk area for me

Lower priority:

CM cover. I'm not as sold as others on the need for Gallagher as I feel we have good depth in CM now. But if we get in the champions league we'll have a LOT of games next year so might need one more body. Depends if we keep Lo Celso, how Donley / Devine get on, and where Bentancur and Kulusevski end up settling

Striker. Depending how Richarlison / Werner do this season, may not be needed

After that just see how the rest of the season goes and assess again.

@Ghost Hardware Totally missed it as I have been paying attention elsewhere and didnt see the media really report it here but I missed Marcos Leonardo going to Benfica and he scored 17 mins into his debut last night.

He will tear it up there and end up costing 80-100m
You see he just scored again. That’s 2 in 2 coming off the bench.

Rethought my ‘wants’ for January.

Reality - a solid 7 out of 10 so far.
Werner, clever low risk addition in an area we needed support.
Dragusin, really really smart signing. Size, athleticism and technical on the ball, but also very comfortable right or left side, so will fit great with Romero or VDV.

Two other areas, to address but perhaps ‘nice to have’ rather than urgent requirements. LB (given Davies’s injury and Sessegnon’s ongoing injuries) and CM (if Hojbjerg goes).

Now, if we could also get 2-3 of these high potential youngsters sorted, even on a buy to loan back, that would be a 10/10 window, and would set us up to just look at backup GK in the summer, and decide whether Werner and Richarlison had done enough to be our front line next season also.

Sanchez (I’m counting him as he was after summer window), Lloris, Dier, Hojbjerg, Gil, Perisic.

In
Werner, Dragusin, Kelly/Calafiori, Vermeeren*, Nusa*, Bardghji*
*buy and loan back.

I know the suggestion is Hojbjerg would need to be replaced, but with injuries clearing and internationals coming back, I think we’d be fine.

football.london understands that Spurs have previously shown interest in 18-year-old central midfielder Noel Buck, who plays for MLS side New England Revolution. The England Under-19s international, who holds both American and British passports, is well regarded within the England set-up and has been getting game time internationally ahead of some of the Premier League's more well known young players. He is understood to be available for around £6million.

Whether Spurs reignite that previous interest in the teenager remains to be seen, but the player is being tipped for a move to the English game in the future

Anyone know anything about him?

He plays for New England Revolution. He's quite young and has both American and English passports. He's quite highly rate....

I've watched him a fair amount for the Revs. He became a starter and one of their more important players last season as a 17/18 year old. He is a great prospect, but I don't think he is anywhere near ready to play for Spurs. He is a bit of an all-rounder, and he has played pretty much every midfield role at some point or another. For the Revs, he played a lot as one of the shuttlers in a diamond midfield, and long-term I think he is an 8. He has solid technique and a decent eye for a pass while also being defensively solid. He was rated the 4th best Under-22 player in the league this year, and I think general consensus is that he will go on to be a very successful player.

He has also rubbed a lot of folks in America the wrong way. He made some comments/social media posts basically disparaging the US set up when he started playing for England's youth teams. He insinuated that he should have already been called up to the full US squad and that he picked England because he hadn't been capped yet. I think general consensus in MLS circles is that he will never make the cut for England at the senior level and will eventually come back to the US, but who knows!

Soulé and Savio mentions for the RW. Spot on choices. Shame Savio is most likely going to City, supposedly for only 10 mil as he’s part of the City group. I know they say he plays LW but he actually started out as an AM before playing RW then LW so he is a natural on both flanks. He would be a phenomenal compliment to Nusa on the LW.

I like Mackenzie but he has probably looked a bit too much on the shots taken stats rather than the actual outputs for Gallagher.

2 goals in his last 49 league games for Chelsea is hardly 'right up there for goal scoring'. I know he scored quite a few for Palace, but arguing for goal outputs as one of the key reasons for signing him doesn't really make sense to me. Hojbjerg, Bentancur, Lo Celso have all outscored him in the last two seasons, and Sarr have this year in his first season when starting.

That's probably due to how open games would be for Crystal Palace as opposed to Chelsea as he can't make those late runs into the box, or even find himself in space near goal with the low blocks they face and how slowly they move the ball, it's a conundrum as he has some excellent attributes but I think we will face a similar problem, I think he might be good against the better sides that come out to play if he's played in Sarr's role.

Feel like I'm being really greedy, but Nusa, Vermeeren/Wharton and Lloyd Kelly would make this an incredible window. If we could get those in I'd be fine losing PEH, Gil, Sessegnon and LoCelso. I really like GLC but injury issues are just constant. I think those ins/outs would balance up fairly well financially if we can find buyers anywhere who aren't completely potless. I also know there's zero chance of all that happening!
