I may be totally misunderstanding, but surely the appeal went his way if he's trying to get a document to allow him to get a visa. If he didn't succeed, surely he knows he wouldn't get one and there would not be the urge for the document.

Yes,appeal seems to have went his way , but it is not a public acknowledge yet. Just need to fasten up the document process & then file the visa with it. Pretty sure, if we have agreed fee & terms, its just a matter of time
