The VAR check also had to go through several checks.
1st check was to see if Royal was offside - it was close, but he was on.
2nd check is to check on Kane - and probably did a first check to see if Kane was behind the 2nd defender, and then when that showed Kane offside, they had to check to see if he was behind the ball, which also showed he was offside. Setting those lines takes time.
Then, I suspect they too a moment to evaluate the ball off the defender - to make a determination whether that was an intentional play on the ball - I think that's a close call, and probably took a little time to decide.
