I'm going to hold out hope that, even if we don't snag Pulisic during this transfer window, these current flirtations are part of a longer courtship that will be consummated sometime in the next couple of years.
If the limiting factor is Dortmund's transfer fee, this suggests that Pulisic's camp is open to joining Spurs. This makes sense for many reasons. His parents have been fairly savvy about his development, and are surely aware of Poch's ability to nurture young talent. Dortmund's been a bit of a mess, what with 4 coaches in the last year or so. They have also used him more on the wing, while everywhere else he had a more central role.
His contract with Dortmund runs until 2020. Conceivably, his transfer fee will be lower if there is a prospect of him leaving the next year on a free transfer, or if one of those favorable clauses is triggered. And he will still be under 21. The downside risk is that he turns into the next Mbappe and a bidding war causes his fee to skyrocket.
