The trouble is the term ITK.

Stories like this are not really ITK. They are someone's interpretation of things that you would need to be intimately familiar with to understand, and even then would be open to misinterpretation. Thanks for posting it but it it was it is, another person's opinion.
I know that it's interpretation when I read about the power of Levy's PR machine. Really? There's a Donna Cullen at every big club. They vet public statements, they push the party line. They try to show everything in a good light. It's normal, therefore it's neutral. Donna is more than a PR officer now. She has a very significant role in running the club, and she's no fool. She knows that trophies matter to players and fans, that success on the field is an essential ingredient in a successful football business. Like most good PR people, they know better than most that bullshit only gets you so far, (if they didn't they'd be crap at their jobs: you have to understand your own trade) and that their job is easier when they have a good product to sell.
Pochettino also is no fool. It will not be news to him that his job is to manage the team and not to play fantasy football. It's his appreciation of the reality of the job that makes him so unusually good at it.
Remember, managers love complaining about not getting the players they want. It's one of the few weapons they have to influence their money-managers during the transfer window. Mancini and in a more measured way Pellegrini did, at a club with limitless funds. Mourinho never stops, despite also having a bottomless pit to spend. Conte is furious about not getting his targets. At Chelsea, ffs. Only Wenger's quiet about it, and he's the least popular manager among his own fans of any of them. Pep's a bit more like Pochettino in some ways but they all do it at some point. Managers put pressure on the board. The board tries to get value for money. Everyone does their job and rows about it from time to time as they get on with it.
This latest bit of ITK sounds like a normal day at the office, overheard by an outsider who can only interpret it according to his own opinions. It's all any of us can do until a hard fact comes along and shits on our lawn. Which it hasn't done yet.

I'm surprised people aren't reading more into the tone of voice. It's bitchy and resentful and snide throughout, with the constant references to "the man at the top". I'm surmising that The Goat is using direct quotations from the source, because that tone is consistent and atypical.
I suggest reading it again, but starting with the assumption that the source/writer was a person with a grievance, who is amplifying, exaggerating, dramatising and perhaps inventing.
None of it reads as neutrally motivated insight. It reads as shit-stirring and trouble-making. Even if there is some truth in it.

If the PR Machine is so good that it's tricked us into thinking we've got a new training ground, a new stadium on the way, an NFL partnership, a deal with the biggest sports brand in the world, and two seasons in a row where we've been in the title race having been lower mid-table fodder when Levy joined, but actually none of that has happened, then fair enough....that is one hell of a PR Machine.
