Maybe the strategy is actually quite a sane one. Get the players for the positions you really need early in the window. Late on, there might be something 'on' that is an additional part of the strategy. More often than not it may fail, but every now and then circumstances dictate that you will get a gem of a player that would not be available early on in the window.

Actually makes a lot of sense.
