I know there's a problem with concussion and they're trying to fix that. However, the rules are not black and white on this. First and foremost, it wasn't a tackle as I said above. They essentially ran into each other. They were both going for the loose ball, Kennan got there first by a hair, then Stewart realizes he can't safely tackle him so tries to back out but doesn't have time in the split second he's got so, out of instinct, "braces" for impact by turning sideways.
Keenan, in a similar boat, is stumbling forwards trying to gather the ball, and essentially falls into Stewart. In a complete fluke, happens to bang his head on Stewart's elbow, which is clearly not outstretched in any way.
In terms of the rules, even if you say it counts as a tackle (which it clearly wasn't IMO). The ref is allowed to account for mitigating favtors. I'd say there is plenty of mitigation to downgrade that to a yellow at the very least. I still think that would've been slightly harsh given it was just a freak accident but it would at least be a compromise.
To claim there were no mitigating factors at all and treat it like Stewart has just got flying in and ice-hockey tackled him, elbowing him in the head in the process, is just flat out bollocks but that's what the ref seems to have decided he did.
