Refs seem to take the approach of letting the game flow early, but then, after they've seen enough fouls, decide to clamp down on the next foul regardless of whether it's from the side that's been constantly fouling or the side that's been on the receiving end.How on earth has wolves finished the half with no yellows? Seems to have learned from Chelsea that commencing fouls is the way to go.
If refs want to let some fouls accrue before booking, then they need to apply that to each side independently, not collectively.
