The PL does not specifically prohibit the use of any particular number or set an upper limit, but the rules state "Save with the prior written consent of the Board shirt numbers shall commence with the number one and shall be allocated consecutively".Not allowed highest number allowed is 50. If someone had told you in June that we'd sign Jose's first choice DM, RB, and striker plus Reguilon and Bale you'd have said it was an absolute 10/10 window. Regardless of what happens with Skriniar we've set ourselves up for success this season, beyond what anyone could have expected under the circumstances.

In top elite level sport with so many competitions (including too many internationals) it is important to have a strong squad which is capable of playing in various systems. We (and tv) demand wall to wall football and elite sportsman are not able to play in every game. Players become mentally and physically fatigued in that order which leads to injury and poor form. See the effects on Kane, Son, Dele, Moura, Eriksen, and so on. In rugby you have finishers, rolling subs in basketball, Ice Hockey etc.Our squad is getting ridiculously strong
