Levy doesn't play by the rules. Show him a picture of the rulebook and he won't know what it is.

How do you know we haven't been given permission to talk with his people? (If the ITK is correct that we met with them)

We could only speak to the players agent if the owing club give us permission.
We can speak to the agent and the player at anytime during negotiations provided the owning club have said it is ok. The owing club will usually give you permission to speak to the player if they think that a deal will be reached.
You have absolutely no idea whether he has already agreed a deal first, if the player has been given permission to talk to us or if the ITK is accurate. So leave off with the digging at Levy until we do.

permission and agreeing a fee are different.
Real Madrid and others do this all the time. So many news reports say things like '... has agreed terms with (player), now they will negotiate a fee with (club).' Lewandowski is a recent example. Supposedly agreed terms with Bayern but no fee agreed with Dortmund.
