The wife has informed me that the picture cannot be sold to anyone without explicit permission being granted by the Premier League, who my wife has e-mailed. We await their response, but it does seem like I may miss out on this present if the PL aren't willing to be helpful

Just a long shot of a thought, but have you considered contacting Spurs themselves?? I have no idea if they can help with this specific picture or not, but they can actually be quite helpful sometimes. I've had dealings with them a few times in the past about getting some stuff off them for charity auctions and the like and they've been great. They may well have bought their own copy of the image and might be able to do something for you.

unless they got the copyright of the image as well, then they cant sell the image.

This is a really long shot but a mate of mine is a football photographer who takes a lot of these types of pictures (london EPL games) . If you can find out who took the picture and by some miracle it turns out to be him, I can possibly get you the digital file.
