I suspect FIFA will soon be looking into this kind of state owned football teams. They get very very pissy if there is any government involvement in running football or interfering with a football's association running of the game in their country. There is numerous examples of this.
I wouldn't be surprised if the other historically rich European football clubs have already lobbied UEFA about it (they've already had talks about not selling to Man City and PSG) and they go to FIFA.
Although I guess they never did anything to clubs like steaua Bucharest back in the 80s who had close links to their country's government but this is different as it effects these other huge but not as rich clubs directly. I can't see them standing for it.
