It's all a bit strange because we seem to be being penalised for having home grown players, ie players who came through our Academy and have first team experience, but are under 21. Surely the whole point of the rule is penalise clubs who don't grow players through their Academy.
If we'd kept one of Onomah and CCV, both legitimate first team squad players who've developed through the Academy, plus Winks, then that would have been two proper home grown, club trained, players which could have enabled us to have a CL squad of 25.
But I'm assuming that under 21s have to be named on the B list, and this feels against the spirit of the home grown rule.

You're misunderstanding the rules.
Those players would go into the B list anyway. Winks (and Dele) didn't need naming in the A list. Likewise, Onomah and CCV could be selected from the B list.

Because we actually do develop players through our Academy and play them in the first team, which is the reason why UEFA introduced the homegrown club-ttrained rules.
Chelsea's list at the link below bizarrely shows Christensen and Charly Musonda as B List players, and their "English" A list players are presumably Cahill, Moses and Fabregas (because the goons poached him from Barca's academy so he counts as English for these purposes).
The last genuine first team player to come through Chavski's academy is probably John Terry, now they've sold Chalobah and Solanke, and loaned the likes of Abraham and RLC. Whilst we've had loads - Kane, Winks, Rose, Mason, Bentaleb, Caulker, even LIvermore who's now a full England international.

You're still misunderstanding.
What "extra" quota of non-homegrown? There isn't a quota of non-homegrown.
There needs to be 8 slots on the A list that are reserved for home grown players. You can not fill these slots with non-homegrown players.
If we had 8 empty slots (because all of our home grown players were kids) or 8 full slots it'd make no difference to how many non-homegrown we could have. The maximum is still 17 (25 - the 8 reserved slots).

Davies is home-grown - Association trained.Dier and Davies count as foreign. Fabregas doesn't. I know the whole where they trained thing is a bullshit workaround to avoid the legal ramifications of a cap on foreigners, but even so this is pretty ludicrous.
