According to ITK Archibald (Spursodyssey) a deal was agreed between Spurs and Derby last January for Barnes - but then, just a few days before the transfer dead-line Derby increased their price for Barnes (not sure by how much) and Levy just cancelled the deal.
IMO Levy should have paid up, though it was unethical what Derby did. If Spurs wanted Barnes now they most probably would have to pay even more than that anyway...

DONCASTER- born Daniel Rose has been snapped up by Spurs from Leeds United in a £1 million deal.
Nephew of former Doncaster Rovers star Mark Rankine, the 16-year-old was spotted by Leeds as a ten-year-old playing for Barnby Dun Juniors and joined their Centre of Excellence.
He forced his way into the Leeds squad last season and was regarded as a star of the future by the West Yorkshire side.
Spurs were one of a number of top clubs, including Liver-pool, Everton and Arsenal, to show an interest the left-footed England U-17 international.
“You could see that he had a special talent as young as six,” said Mark’s brother, Des.
