We were definitely in a weaker position in terms of recruiting / retaining top players back then and AVB wasn't the first manager to suffer the consequences of this (selling Carrick, Berbatov, Keane, Defoe etc. didn't exactly help Jol). However, VDV 's departure was of AVB's making. He signed Sigurdsson, bluntly informed VDV that Gylfi was his new starting no.10, then benched VDV for the opening game of the season. It was a very odd way to treat a fan-favourite player who had contributed 46 goals & assists in 75 games during the previous two seasons...almost as though he was trying to turn the fans against himself.
Modric was the main one, perhaps stylistically VDV wasn't a great fit for AVB but he's also since said that he regrets leaving Spurs which suggests that it was a choice he made rather than was forced upon him.

Was there not also the fact that Trevor Brooking was still involved at the FA and absolutely hated Harry ? Tbh there were probably a small clutch of differing reasons as to why he could never get the job that were all outside of his actual management capabilities. At the time, he probably would have been the best choice, I felt the players in the squad during this period possibly more needed a good man manager to build confidence and offer them some freedom.

What he has said in multiple interviews is that he left because AVB came in and replaced him, demoting him from key player to fringe player, without any real explanation. He therefore took the opportunity to move on for regular first team football.

I think, as Harry himself alludes to, he wasn’t really the sort or person the FA would be particularly keen on. I don’t see contract conditions being the major stumbling block, especially given we sacked him shortly thereafter.

True, the FA later went for Allardyce who arguably was a simiarlish kind of appointment, but even Allardyce (at that time) didn’t have the kind of baggage Redknapp carried around.

I think Redknapp might have done ok with England (certainly better than Hodgson) and made the team an entertaining watch. He did a decent job at most clubs he was at and I found his years at Spurs some of the most enjoyable years as a Spurs supporter. But the FA were maybe worried about a potential scandal blowing up in their faces as eventually came to pass with ‘Big Sam’.

But he also calls it the stupidest decision of his career so it's a bit unclear. But it's fair that I can't claim his departure hamstrung the manager.
