It's very simple.

Their leagues don't have 70% of foreign players playing in their teams.

I bet a country like Uruguay has more players playing in top leagues to pick from than England does. Not in every position but some.

It's clear from this thread all anyone cares about is their team so it's no surprise.
in the 70's we had very few foreign players. We didn't qualify for the WC in 78 and that was with Keegan (European footballer of the year).

In the 90's all the money was in Serie A in Italy and it was full of foreigner players. Yet Italy went on to the World cup final and lost on penalties to Brazil. We of course didn't qualify for that tournament either.
