FFP is primarily only concerned with the accounting aspect - not the cash flow aspect. But, the cash flow aspect can be just as restricting. And, that is what I think is hindering Spurs, and also what makes it difficult to pull off a transfer where the entire fee is expected up front.

Paying a buyout clause apparently also means the whole fee must be accounted for the same fiscal year, and not being amortized over the length of the contract. So the whole «FFS just pay the bloody clause» would/could both represent a cash flow problem and be difficult from an accounting perspective. There is a reason litteraly no one pays the buyout clauses (except PSG with Neymar and such extreme examples)
