Without being able to know what it'll actually be this is my assumption as well.I'm not reading too much into all of this and i'm not sure he'll be involved in much on the actual football side beyond general direction. To me it seems like he'll pick an overall strategy and then let whoever he puts in place get on with it, so a DoF will be picking the manager/players that kind of thing and so on and he'll be the big picture guy, letting the 'experts' he appoints get on with the specifics. If he can't start until 1st July that doesn't mean much, if we appoint a manager before that date then it wouldn't be much of a surprise either, not ideal but i'm sure he'll have given his onions on that.
I'm not expecting anything beyond that really and I don't see any problems with when he starts, the journey is going to be long enough so a few weeks won't put the club back that much, if at all.

I see it as him effectively being the board representative in charge of the football and DoF, which if it works as we assume, will move Levy away from signings, etc, and let Munn deal with the footballing experts so Levy can focus on what he does well.
