Sorry mate but you're wrong. If Lennon insists that he will only go to Everton and Everton won't bid more than 4 mill then spurs have to take it or leave it, you can't force Everton to pay more than they want to. It's irrelevant who else bids or how much it's Lennon that decides where he goes, not the clubs.

If Everton really want Lennon and are the only bidders they might believe they can get him with a £4m bid. Knowing we want to sell they are then in a strong position.
If other decent clubs come in for him offering £5m they have a choice to make. They can change their bid or they can take a risk and not match the other offers. Lennon hearing Everton aren't upping their bid might end up choosing to go elsewhere.
The Everton board might not also want to tell their manager they aren't getting a target he wants because they won't offer the extra million needed. This can leave the manager feeling he isn't supported.
It really is a lot more complex, but also simple to understand, than what you are saying.
