But it seems very very late in the day now to be trying to complete a 20m+ deal for Berahino, and Witsel seems to be off the table. So I'm not quite sure what we're doing!

My guess is we go balls in for Berahino, fail... Fuck around a bit and throw in a few desperate bids for underwhelming players that inevitably get rejected/time doesn't permit to complete.
