No because I am pretty sure Sky are full of bullshit and can't translate the meaning of that list. There are only a handfull of players on that list and are probably transfer listed players or players currently in negotiation, but I have never heard of any national association making a list of players that can or can't be transferred.

he provided an explanation but i have no idea if it is true, could be a wind up.

This list just doesn't make any sense to me, not to mention its in German. I'm sure the media aren't so sloppy as to report possible transfers when they are prohibited.

Exactly my thought, players there who have clubs not in the Bundesliga, saw Inter, and a swedish side in the list as well !
