West Ham have won the battle for the 2012 stadium, BBC London has learned.
Olympic Park Legacy Company (OPLC) executives have decided the offer from the club is a better solution than the rival bid from Tottenham.
The OPLC board will be asked to support the view at a meeting on Friday, when it is expected to confirm West Ham as its preferred bidder.
The government and London's mayor, Boris Johnson, will then take a final decision in the coming weeks.
It would be a surprise if ministers and the mayor overturn OPLC executives, who have spent the last few months discussing the various plans with both clubs in detail.
West Ham are happy for the athletics track to be kept in the stadium and for the venue to be used for a variety of sports and concerts.


Tottenham's plans were to dismantle the stadium in Stratford and build a new football ground in its place.
The Spurs proposal has faced huge criticism from the athletics world, MPs and the public.
A recent BBC London poll suggested 81% of Londoners were against the proposals to rip up the athletics track.
The ComRes phone poll, carried out between 21 and 23 January, also suggested 72% of people in London wanted West Ham to get the stadium, with only 13% supporting Tottenham.
Ministers and the mayor are understood to be well aware that the Tottenham option would have been a "hard sell" to taxpayers.

In terms of moving forward, this year has been the pits so far. I know we've got our Champions League matches coming up, but how are we going to sustain this with such a tiny (albeit beautiful) ground? And is it really true that NDP is dead in the water. If so, we are probably a decade away from getting our stadium.

And how are a championship side going to make a success of this with a race track round the edge? I hope they go bankrupt.

Disappointing if true as it would provide us with an option other than the NDP.

Very disappointing for the area if true. West Ham won't be able to pay for it and even if they could won't be able to fill the stadium.

Although on the plus side it will be massively disappointing for West Ham fans who will get a stadium they can't fill, a pitch they can't see, and a team in the Championship.

Regardless of what we think about whether we should move or not, this would be a truly laughable decision from the Olympic idiots, although not entirely surprising.

Echoing the other comments, while i'm disappointed that we didn't get it, i will be ecstatic when West Ham get relegated in it and in 5 years time we can all say told you so you bastards.

West Ham will be 150m in debt by the time they move into the place.

They have to be careful with their ticket prices, they can't do an Arsenal and charge 50 quid+ a ticket, and putting them too cheap won't clear the debt much either.

Hopefully hopefully they're in the championship by the time they move. I bet Keane keeps them up as well

No way Levy will challenge this. He'll end up looking like a clown, and i doubt Boris will over-turn it.

I hope Levy doesn't challenge it. If we can't have Stratford then he needs to spend every second trying to get the NDP sorted. The problem with us not having Stratford as an option is that it doesn't leave us leverage to get the NDP pushed through.

I think it's clear that not moving to Stratford will delay our move into a bigger stadium. Let's just hope we get the alternative sorted quickly.

If we get stuck at WHL for the I will be crushed.

Hopefully this will give the board the kick up the arse they need to make the NDP viable.

They didn't even fill their current shithole for a cup semi-final so they'd have to give 50p tickets away to fill a 60,000 stadium.

The only plus for Spurs in this decision is that it should ruin West Ham, that is if they aren't ruined already by the time they start building.

How so? The Naming Rights has planning permission. Levy just has to commit and Haringey will whack in the Compulsory Purchase Orders next month.
