I wouldn't be surprised if FIFA instructed refs to avoid soft yellow cards for tactical fouls and persistent infringement because a soft second yellow would "ruin the game".

I'd counter that argument that 27 fouls in a half is ruining these games but what do I know.

This particular ref seems to be the worst of the tournament. Thus far, I thought most of the officials have done a good job.
