It's because he's perceived as a player with the "bulldog spirit". We as Englishmen are not allowed to criticise someone who is seen as possessing this quality however much of a dirty cheat they are.

Players like Frank Lampard though who has worked exceptionally hard to become the player he is today who has more goals, assists, trophies than Stevie G and was statistically the best player in the Premiership in the last decade is seen as an inferior player to Stevie G as he lacks the holy quality of "bulldog spirit".
