Serbia - £10,000 fine for mass outbreak of racism and violence
Rose - 10 game ban and £100,000 fine for kicking the ball away

Football's governing bodies are all beyond a joke.

It's about time something was done about these so called fans, the countries who are usually involved seem to get away with it time and again. If it were any of our countries as in uk we would be strung up.

It is disgusting behaviour and if it is proved and worse still the players reactions were just awful then they should be banned for a very long time.

Although I won't hold my breath seeing as Mr Blatter thinks they should simply shake hands after and kiss and make up?!

I usually hate to promote mass banning and prefer it when the individual offenders are punished, as often a lot of innocent football fans can be tarnished with the same brush and punished incorrectly, but in these cases, which we are seeing all too frequently now, I think a message needs to be sent.

When English clubs were banned from Europe, however harsh it was to the innocent fan at the time, it definitely helped change the culture of English football and a similar thing needs to happen now to some of these countries.

It's funny how these days a 30 second clip of someone being racist on a bus will make international headline news, but when hundreds of neanderthal idiots are monkey chanting at a black man on a football pitch it's just brushed under a carpet by the people running the world's biggest sport, almost expected and then accepted.

I thought discussions on racism and goal line technology would have been over years ago, but until the old farts at FIFA die and relinquish power I get the feeling this will still be the way for years to come. It just kills me sometimes that the people running this wonderful sport are the ones trying their best to ruin it.

I wouldn't be surprised if UEFA/FIFA only give Serbia a slap on the wrist. UEFA have managed to produce a match report that doesn't mention the on pitch disorder and racist abuse.

Personally I think the authorities need to throw the book at Serbia as this isn't the first time they've been in trouble. The last time they played England in the Under 21s championship they were fined for racism. They had a match against Italy in 2010 abandoned due to rioting Serbian fans. If the authorities don't take a tough stance then there isn't going to be any incentive for change in these countries.

Pretty silly of Rose to get mad at the Serb fans after he won a game that send his team to the U21 Euro finals, on top of that he makes 10-20k (maybe even more) per week. It's like a black student who has just graduated from MIT with all "A"s to get all upset because some homeless white dude called him "Stupid monkey". Why would anyone get upset that someone they don't like made themselves look like an idiot? It doesn't make sense to me.

Clearly you have never faced abuse like this. Ultimately regardless of situation his reaction is understandable as its unbelievable that this shit still goes on in 2012. Danny rose deserves to be judged as a footballer just like everyone else.

I really hope that UEFA reacts on this situation. Racial abuse, throwing stuff at players and an overall unsafe environment shouldn't be a part of football anno 2012. Serbia as a nation has got a lot of issuess both past and present (Karadazic denying the the serbian genocide on bosnian muslisms, for example) that they need to work on, and showing them that racism, in any shape or form, is unacceptable is just a small, but necessary, step. Fining them £16,000 like they did back in '07 is nothing. Racist abuse mustn't be tolerated.

Abuse is abuse regardless if it is based on race, ethnic origin, faith, gender, "yo mom", height, weight, etc. I don't separate it on being worse or less based on those criteria.

Rose was not the only player with black ancestry, yet he was the only one who retaliated. He should have ignored the fans like how Townsend and Caulker did.

Hold on a second... "abuse is abuse", is that really true? 500 hundred years of slavery, humiliation and oppression must surely have an impact on how severe abuse is? Fat people weren't enslaved, lynched, bought, sold and beaten because they were seen as lesser human beings, black people were. The N-word and any other word that puts race/skin color ahead of the person must surely be more severe than someone being called fat/ugly/whitey/whatever. Derogatory words based on someones skin color still carries with it the notion of blacks being lesser human beings.

I'm not saying that being called fat or whatever it may be is not hurtful, but come on. Europe has a long history of oppressing blacks and if we say that all abuse is the same, we lose sight of our history. Same goes for derogatory language toward jews and gypsies.

Utterly disgusting. Ban them.

The England Under-21s' victory over Serbia that secured their place at Euro 2013 was overshadowed by violent scenes at the end of the match, with Danny Rose the target of racist abuse from the crowd and the home players kicking out at his team-mates and Steve Wigley, the assistant manager.
Connor Wickham's 90th-minute goal in Krusevac was followed by missiles being aimed at players celebrating the strike, which ensured England progressed 2-0 on aggregate, having won the home leg 1-0.
Rose, the left-back, was subsequently shown a red card, though the reason for it was unclear, and he then gave a sarcastic thumbs up to the crowd and mimicked monkey gestures. His manager, Stuart Pearce, confirmed Rose had been racially abused.
A statement from the Football Association read: "The FA condemns both the scenes of racism and the confrontation at the final whistle during which time our players and staff were under extreme provocation. The FA has reported a number of incidents of racism to Uefa following the fixture. These were seemingly aimed at a number of England black players by the crowd. The matter is now with Uefa."
Pearce told ESPN: "I think there were one or two racist incidents that came from the crowd and they have been reported to Uefa by ourselves. It is in their hands now; they will have to deal with that."
After Jack Butland, the England goalkeeper, tried to lead his team-mates off the pitch, Wigley was attacked as he tried to follow down the tunnel. The goalkeeping coach, Martin Thomas, appeared to be headbutted.
Pearce told BBC 5 Live: "Punches headbutts, god knows what, were thrown at the end."
The Liverpool midfielder Jordan Henderson said: "There was a lot of racist abuse out there from the stands and a lot going on after the game. There were also stones, coins and seats getting thrown at us. What happened wasn't nice and is not called for in football."
There were also reports of intimidation of England Under-21 players by a member of Serbia's backroom staff in the tunnel immediately before the game.
Pearce added: "It is very sad, but we are united as a team and a staff. A lot is happening in our country with regard to stamping out racism and I am very proud of the reaction of our players towards the end.
"It is a real shame because, over two ties, it was a really close game – two good teams going hammer and tongs at each other. It is just a shame it was soured in the last few minutes of the second leg of the tie. Savo Milosevic, their technical director, has come to our dressing room and apologised for any behaviour that was unsavoury. I never want to see any football matches end like that; this is a sporting arena."
In 2007 Serbia were fined £16,000 by Uefa for racist chanting from fans aimed at the England Under-21 side during a European Championship match there.
This latest incident continued a troubled sequence of racist incidents in football that domestically have included the Luis Suárez-Patrice Evra and the Anton Ferdinand-John Terry affairs.
Ferdinand, apparently in reaction to the scenes in Serbia, tweeted: "I wonder if Blatter is gonna say they should just shake hands!??", a reference to the claim of Sepp Blatter, the Fifa president, that any inappropriate remarks or gestures during a game could be forgotten if players shook hands.
Paul Ince, who was working as a pundit on ESPN and whose son Thomas set up Wickham's goal, called for Serbia to be hit with a 10-year ban from major tournaments. "Sepp Blatter and [Uefa's president, Michel] Platini need to look at this. If it was me they [Serbia] would be kicked out for the next five tournaments – European, World Cups – but they will get a little ban and that will be it. Things like that are not what we want to see in football – it takes it back to the dark ages."
He added: "If you are black, it is hard to actually keep control of yourself because you are the one having the racist chants. From looking at what we have seen on TV, they have done very well to keep cool heads. It is a shame because tomorrow we will be talking about something we don't want to talk about. What we should be talking about is England qualifying for Israel in 2013."
Pearce has now overseen an unprecedented four consecutive qualifications for European Under-21 championships. "The important thing, when the dust settles, is we are going to a championship because we deserved to over two legs," he said.
"Our players have put in a lot of hard effort and sweat to get there. There is a real collectiveness here. We will let the authorities deal with this.
"All we know is we have given a good account of ourselves over two matches, we have won nine out of 10 matches in qualification and I am very proud of my team.
"I am very proud of my players and my staff and very proud of the achievement in getting to a fourth tournament in a row."

They said on SSN last night that after the Italy incident UEFA or FIFA said that they would ban Serbia if they have any more trouble with their crowd. I doubt they'll back it up.
