Edit: I wrote the above before clicking the link and I'm now annoyed as I hold the BBC to higher standards than this. He actually says that he left Tottenham for a new challenge having been with us for 9 years and also trots out a generic line about playing with world class players and winning trophies, making no reference to Spurs in the process. The BBC have gone for a clickbait headline.
It is a clickbait headline, I realised that as soon as I watched it - but it's not fundamentally untrue. I'm not sure why you say he makes no reference to Spurs - he specifically says Spurs came close to winning things but we're missing a final ingredient - so the implication is City have that (which they do) and are more likely to win trophies than Spurs (which they are).
It's completely fair enough, he says he gave us eight years and in that time we made huge progress, but now he wants a new challenge and to win things, which is what he'll get at City.
