It's not difficult to understand.
Firstly you build a team that can qualify season after season in the top 4, like Arsenal have and then when you do qualify, you "ATTRACT" better players.
It sounds so simple when you put it like that, but it's never going to happen.
We couldn't do it in 2010, and Everton couldn't do it in 2005. It's only the clubs with the big money that can afford to do as you suggest, and they're well insulated against the occasional season out of it too. Liverpool were always going to come back sooner or later because they have a lot more money than us. Without a takeover or a new stadium we're never going to pay the wages to get the players to make regular Champions League participation a reality.
You need the players first.
It's borderline delusional the amount of power the Champions League is credited by fans of all clubs. The UEFA Marketing Team must feel very proud of themselves.
What we need is a manager who can get the best out of the resources that we have, we need to build the new stadium, and if we want to win the league ever again we probably need a super-rich owner who will turn the club into his plaything for a few years.
