Pretty crazy to think our first signing last year was a week and a half after this window closes.

So what does in for him mean exactly? How long do we need to be in form him/monitoring before we actually make a bid, etc? Still trying to figure out how all this stuff actually works but it seems like its clear he's an obvious target and a player we want so why not start the negotiations? I do understand the Toby stuff probably throws a wrench in all of this and effects our negotiating power on both sides of this deal.

it might also be a case that we are making sure we don't sign an injured player. he is playing in a friendly v Italy at the moment, so might make sure he comes through that before putting in a bid.

The friendly between Netherlands and Italy today was played in Juve's stadium I believe they could have met or he could just completely be making it up. Regardless Juve has a ton of CB's and I can't imagine they would need to add another. Chiellini is still great, they have Benatia, Barzagli is still playing, then they have two highly rated youngsters in Rugani and Caldara coming back on loan. That's a very crowded CB group.
