Set the budgets, appoint a DOF and let them get to work with Poch without interfering.
In terms of getting the deals done it worked really well though didn't it? Think about how quick we closed deals that summer.
Issue was the actual players signed not our ability to get the deals done. That was the fault of our scouting.
Maybe DOF is the wrong responsibility. Literally just get a negotiator or person in charge of transfers with the sole job of getting a budget from Levy and working with Poch to get players within it.
Let Levy do what he does best and run the club generally.

I would normally agree however I remember a few games where he came on last season and he was not exactly assured. I imagine Poch is a little bit hesitant to throw him back in just yet, we will need to see him tested first.
