Hugo is a leader, and doesn't need an armband to be one. The captain's armband is for the most part just a piece of clothing. For the relevant, formal part - talking to the referee once in a while, it's best suited for an outfield player. I've always supported the idea of giving it to a player who will thrive under it, who would prosper from the feeling of responsibility or just from a boost of the ego. A true leader is not reliant on it to lead. E.g. Edgar Davids rarely had a captain's armband throughout his career.
