My answer is simple (as stated in another thread a couple of days ago):

Levy clearly isn't cutting it being a surrogate DOF.
He clearly still wants to go with the DOF system - he did say he was only putting it into abeyance during Redknapp's tenure.
Hire one to work with Rednapp.
If Rednapp is not happy to work with one, as he has stated before he doesn't want to, then replace him with a manager who is.
Alternatively, if he isn't going to go with a DOF, go with a conventional manager, who can operate in the transfer market in the conventional way.
Trust Redknapp, in the conventional managerial role, and give him the money omg.
If he doesn't trust Redknapp, replace him with a manager he is prepared to trust in the conventional managerial role, and is prepared to trust with the money.

I think those who say Redknapp sees short term obstacles, solutions and objectives.
That was fine when he was working with a young squad that had been built for the future.
It was fine when our young squad needed some experience around them and he was bringing in some experience.
But I can't help but feel that something is missing, and we do need to get back to having a clearer direction to work towards.

My solution, in case you hadn't guessed, is to go for the DOF approach.
