It was the company that owns the majority of his economic rights that said he'll never play for Santos again, not the player himself.

Reported Premier League target Ganso appears likely to be on the move this summer after the vice-president of his current club Santos confirmed they will not try to keep the wantaway midfielder.
Delcir Sonda, the owner of the group which holds 55 per cent of Ganso's market value, claimed last week the Brazil starlet will not play for Santos again due to him being unhappy with life at the club.
Santos' vice-president, Odilio Rodrigues, has confirmed the highly-rated 22-year-old does not want to play for the Brazilian outfit anymore and says they will not block a potential move away.

Not sure how far negotiations are with regards to Oscar / Moutinho but I'd certainly see this as a better option than the former. Looks to be a willingness to negotiate from Santos.

Wouldn't go near him. Not because he isn't good, he's excellent (albeit in a poor league). But his knee(s) are shot to fuck apparently. One of the reasons Milan and PSG dropped interest in him

He's only 22 and his knees are already fucked? What is he, a carpet fitter in his spare time? :)
