So I've been looking over the UEFA Champions League rules documents and was ultimately directed to the 'UEFA Disciplinary Regulations (2017)' document.
In my humble reading, Liverpool will be in breach of Article 11.2.b (page 14), Article 16.1, Article 16.2.b, Article 16.2.c, Article 16.2.f and Article 16.2.h (all page 17), for their attack on Man City's bus.
However, Article 23 and Article 24 (page 20) state that UEFA have absolute power over proceedings, regardless of what the stated rules say, thus giving them the right to administer whatever punishments they deem fit.
Finally, page 44 onwards list the punishments for various offences, done of which result in a competition ban. It's also interesting to note that the fines are incredibly small.
