Now this bloke is a fool yet we might be well equipped to do this every match, should he get his way.

FIFA president Sepp Blatter has claimed the dominance of English clubs in the Champions League proves a quota system to limit the number of foreign players is needed.

For the last two seasons, there have been three Barclays Premier League sides in the last-four of Europe's elite club competition and Blatter fears a monopolisation of football, with the richest clubs buying up the best players from all over the world at the expense of domestic talent.
He is to seek a mandate from the FIFA Congress later this month to begin talks with the European Union and football's authorities over implementing a 'six-plus-five', rule where a maximum of five players in a starting XI can be foreign.

FIFA will also look to extend the residency period to five years before a player can represent another country - in some countries the period is currently as short as two years.
Blatter said: "Shall we let the rich become richer and say nothing?
"The big money is coming out of the Champions League - it's the biggest league in the world and practically 80% of the income goes to the directly to the 32 participating clubs.
"This season, there were four English teams in the last eight, three in the semi-finals and two in the final.
"The Champions League has been very successful financially but it has also favoured national inequality. That's why, being in charge of football, I have to bring this item to the attention of the Congress.
"This is the sporting situation but let us start with our idea of the six-plus-five rule and then we will see what the difference will be in the future.
"This rule will be fighting against the monopolies of clubs and leagues.
"But we are not fighting the problem of money but for the identity of national teams."
Blatter claimed his plan for the six-plus-five rule would not contravene EU labour law because it did not limit the number of foreign players a club could take on - just the number that start a match. Both the EU and UEFA dispute that however.
The FIFA president said he would aim to have a minimum of four domestic players by 2010, five by 2011 and up to six in 2012.
In terms of the residency period, Blatter has become alarmed by the number of players - especially from Brazil - taking on foreign citizenship and then appearing for their new countries.
Arsenal striker Eduardo, who plays for Croatia, is one example.
Blatter added: "After only a two-year period, a player can receive nationality from another country and there is a danger that in 2014 half the players in the World Cup could come from Brazil!
"That's why the executive committee will propose to the Congress that only after five years being resident that a player can become a 'football citizen'."

If the journos are to be believed that we're going after about 10 foreign players, we might be in the same boat.

I wouldn't like this to happen right now, maybe in about 10-15 years if the FA concentrated properly on grassroots over here butat the moment i'm siding towards buying more foreign imports if it means more success. Plus i'm sure Ramos will prefer to bring in foreigners over expensive British players.

I dont remember this being mentioned when Meeelan played Juve, or Real Madrid played Valencia in Champions league finals.

I think this is quite a good rule that will be introduced, partly the reason I hate Ar5ena1 is because they're starting XI are full of foreign players!! and loads from outside Europe!!

Yes the rule will be good. Young British talent is being stifled at the moment.

It's not illegal as players can still be 'employed' by the club, it's just they can't merely be picked for the starting 11

I'm afraid it is still illegal as any kind of 'quota' against foreign workers is the major issue.

Never liked Sepp and he's only picking up on a popular idea he shot down a few years ago, from what i remember :lol:

It's a good rule, but it would really destroy the top few English teams that get through for a good couple of years and, to some extent, could actually destroy our lower leagues. The top teams buy up every Englishman who even knows what a ball looks like so the lower leagues have to either make do with the dregs or bring in foreign youngsters to play for them until they can qualify has "home grown".

I hoped it would be something like at least 3 home grown in the first 18 to start with then see how that goes - it would at least address the issue of teams (like the Woolwich, without meaning to bias my comments in any way, honest gov, not me :shifty: ) that find "loopholes" in the rules to fast-track kids from outside of the EU into their teams in huge numbers.

I like the idea that, now he can't do shit all about it, Blatter suddenly gets a concience about the English leagues :lol: f*ckin hypocrite.

I only have to read the first paragraph to know this is utter bollocks from a man who specialises in talking shite.

Compared to France, Belgium, Italy and Spain it is far harder for non EU players to receive clearance in England.

Just look at the rules for Spain and Spanish squads. I posted them a while back. (can't be arsed now but look them up) it's ridiculously easy for South & Central Americans and Africans to play there. Italy it's much the same.

If english clubs would be forced to play up to five "home grown" players just watch the further decline of England as the overall standards of quality drop. Just imagine scraping around the club's second string trying to find a British full back or central midfielder.

Illegal? It potentially conflicts with free movement of workers and Article 39, but is certainly not illegal. The case law apparently suggests it could be applicable to professional sportsman but it's not as set in stone as you say.

Im not questioning your knowlage but I am just curious and wish to understand it better
