Reputation and achievements of the club managers has a big part to play in signing players. Players want to go to a club with a high profile successful manager and for the club the size of Chelsea, with the money they have, they really need a manager who attracts players and Grant isn't that man.
The average footballer cares about money more than the managers reputation. Chelsea could have Trevor Francis in charge and still buy decent players because a lot of the players will say, "I've never heard of the manager before but who cares. This is my chance to earn £80-110k a week."
Look at Ashley Cole. He didn't move to Chelsea because of the manager, he felt sick that Arsenal only offered him £55k a week.
