Agree, this seems like a deal that is already part way negotiated and could be turned on very quickly if the need allows.
I’d put Tomiyasu and Aouar on the same list.

Without knowing the legitimate numbers, it does seem like £40m+ for Traore could be reallocated to Kvaratskhelia and Eduoard, giving us dynamic wing play and also a focal striker. Arthur Cabral was another name doing the rounds last week as a project striker option. Kvaratskhelia seems like he could do some of the things Traore could, perhaps not to the same level yet, but with time to still develop further. However, most of his highlight reels show him on the left, we need someone comfortable on the right.
He's going Palace I believe.

I'm surprised we didn't go for this guy after the Traore deal was dead. Looks talented and not too much money

I wonder what the position is about paying for players based in Russia at the moment. A non starter?

I read somewhere on Twitter yesterday that someone already signed him on loan until the end of the season. Not sure if it includes an option to buy or not.

Really not sure I'd see this as someone Conte would identify to bring our team up a level.

I think the system is moreso that Conte identifies what profile of players he's looking for in his squad and Paratici utilizes that info to select signings that fall within his budget. It's unlikely Conte is demanding a super star to play behind Son, so Khvicha might check the boxes of a player Conte is looking for as a #10 on the left (young, tall frame, good technical ability, can finish with both feet, etc.) whilst saving funds to be put towards a more priority position.

Can't say I'd know for sure but with their relationship I'd be surprised if they didn't have lengthy conversations about the exact player in question too. My issue with this type of signing is that it's another 'potential' player who's coming from a poor league. We already have Lucas and Bergwijn, plus Gil who will be back and I'm personally not sure we've seen enough from this player to suggest he won't go in that same sort of pile. If anything I think we should be looking for players who have more of a chance to rival the front three and not players bought to simply play behind.
