Am I the only one who read Carragher's comments as 'while he's good enough to play for Spurs, if he wants to play week in week out he needs to go down a level' rather than 'if he wants to play regularly he needs to go down a level and play for Spurs'?

It's unsustainable and the club will cannibalize itself. Their wages are supposedly over 70% of their turnover and that's incredibly dangerous for any club not run by a Russian mobster or Oil magnate.
You also have to consider the amount of additions their team needs. Their starting XI needs work as is but the squad as a whole needs a massive amount of work too. More than can be accomplished in one window without causing massive squad upheavel and a complete flux of cohesion. They'll likely be going into European competition and considering they could barely handle the Premier League and Klopp complained massively about fixture congestion this year I can't wait to see how he handles it with Europe as well.
They'll be buying more than selling and if that's their wage bill now I can't believe what it's going to be when the summer is done. The only high earner they'll likely offload is Sturridge and they'll likely be bringing in 4 or more high earners this summer.
