Capoue does not have an acute accent on the e, so does not have the 'eh' sound. That's how Spanish works a lot of the time though, without an accent. Eboué does have that accent.

I think it's pronounced "Kap-oo-eh". Not to be confused with "Kap-oo-ay".
It's not really an "ay" sound. If there was an acute accent at the end of or Capoue then it would be an "ay" sound. It's a shorter, more clipped sound.
For the "eh" sound, think of how you would say "meh".
Edit: To be fair, I'm not French nor do I speak it fluently. I'm just assuming. It makes sense to me anyway.

Because people mispronounced his name, and you mispelled it. It should have been pronounced E-boo-eh, because it is spelled Eboué. If it was spelled Eboue it would have been pronounced "E-boo".

To be fair, looking at it again, I think you may be right. I'm starting to think it is more like "Kap-oo". I've been assuming that the "oue" makes more of a "oo-weh" sound but unless it has an accent it wouldn't be pronounced.
I have cousins living in France, I shall ask one of them.
Edit: I think what I've got myself confused on is that "Kap-oo-eh" would be if there was a grave accent and his name was Capouè.

I actually checked this with my mother who is pretty fluent in French and she said it IS 'Ka-poo'. So that's what i'll go with.

I studied french for 5 years (albeit in Sweden, and at highschool level) and my grandfather was a language professor who specialized in french. If I am wrong on this I probably need to off myself.
