We can only loan 2 players from another premier league club at any one time (we have 0).
We can only loan 4 players in total (from any Association) in a single season (we have 2, hopefully to be 3 shortly).
So we have 2 loan spots this season open, 1 if we get Kulusevski. It doesn't matter if it's prem or international as we're under the 2 prem loans cap.
